Tracking Copilot Cowork Spend: Ongoing FinOps

Once Cowork is live, cost management shifts from a one-time estimate to an ongoing discipline. Usage-based billing means the bill reflects real work every month, so someone has to own watching it. This article covers where the numbers live, the two admin surfaces that meter different workloads, and the hidden charges that catch teams building custom agents.

THE DASHBOARD

Cost Management is your center of gravity

The Microsoft 365 admin center’s Cost Management dashboard is the centralized place to monitor and optimize spend on usage-based AI experiences, including Cowork. Two tabs do most of the work.

Tab	What it answers
Overview	A real-time snapshot of credit consumption and remaining capacity — “where are we spending, and are we on track?”
Consumption	Drill into usage by user, group, service, or agent to find high-intensity users and cost drivers, and analyze trends over time.

Build a habit around them: a weekly glance at Overview for trajectory, and a deeper monthly pass through Consumption to find where credits concentrate and whether that concentration is justified by value.

TWO SURFACES

Know which admin center meters what

This trips up teams running both Cowork and custom agents. Credits pool at the tenant level, but they’re managed across two surfaces that coexist without double-charging.

•      Microsoft 365 admin center → Cost Management. The newer experience for usage-based services like Copilot Cowork and the Work IQ API — spending policies, budgets, alerts, and reporting.

•      Power Platform admin center. Handles Copilot Studio agent credits and environment allocation. If your organization builds custom agents, this is where that consumption is governed.

THE HIDDEN LAYER

The Azure charges nobody budgeted for

Copilot Credits are not always the whole bill. The most common surprise lands about three months into a deployment, when an Azure invoice arrives higher than anyone projected.

Custom agents can bill twice. When a custom agent uses a model you bring yourself — for example an Azure AI Foundry model wired into Copilot Studio — inference is charged per token on the Azure subscription, separately from and on top of Copilot Credits. If agents also invoke Azure Functions, Cognitive Services, or other Azure resources, those land as their own line items. Track the Azure bill alongside the credit meter, not instead of it.

OPTIMIZE

Levers that bring cost down over time

Microsoft expects per-task cost to fall as models get cheaper, as Cowork gets better at matching the right model to each task, and as context retrieval and tool use grow more efficient. In the meantime, the levers you control:

•      Right-size the model. Where model choice is available, route routine work to cheaper models and reserve frontier models for tasks that need them. The forthcoming Cowork 1 model targets everyday tasks at substantially lower cost.

•      Prune tasks that belong in the seat. Consumption review will surface metered tasks that Researcher, Analyst, or the Office agents could handle for free. Move them back.

•      Scope plugins. Disable connected plugins that aren’t earning their tool-call cost.

•      Revisit the billing path. Once annual volume is predictable, model a P3 commitment against realistic — not optimistic — utilization before switching from PayGo.

OWNERSHIP

Make it somebody’s job

Usage-based billing only stays controlled if a named owner watches it. Assign the weekly Overview check and monthly Consumption review to a specific person — typically in IT or a FinOps function — with finance looped in on threshold alerts. The estimate from your pilot becomes the budget; the dashboard is how you hold the line against it month after month.
