Estimating Copilot Cowork Costs

Cowork moves Copilot from a flat seat to metered consumption. Here’s how the model works — and a formula you can actually budget against.

 

Cowork moves Copilot from a flat per-seat license to metered consumption. The seat stays predictable; the new variable layer is the part you must model. This article gives you a budgeting approach defensible to a finance team: estimate the credits first, then apply your rate, and validate the assumptions against measured usage.

TWO LAYERS

The pricing model in one picture

Classic Copilot was simple: one per-user monthly fee, all the chat you want. Cowork keeps that seat as the entry ticket, then stacks a second, variable layer on top. The seat is predictable. Everything below focuses on the consumption layer — the part that needs a model.

THE UNIT

Copilot Credits, and the four things that move them

Every Cowork task draws down Copilot Credits as it runs, and one credit lists at $0.01 on pay-as-you-go. What a given task consumes isn’t fixed — Microsoft meters it from four inputs working together.

Most tasks land in one of three sizes

You don’t price the four inputs by hand. Microsoft rolls real tasks into three rough shapes, each with a credit band. The bands below follow Microsoft’s June 2026 Copilot Credits Guide and assume the GA baseline model, Anthropic Opus 4.8.

Heavy is the line item to watch.

Microsoft’s own Credits Guide puts heavy tasks above 1,500 credits with no ceiling — roughly double the figure some early write-ups used. A handful of heavy tasks can outweigh hundreds of light ones, so model them generously. These are planning estimates, not contractual tiers; real usage varies per run.

THE FIXED NUMBERS

How you pay for credits

The credit count is yours to forecast; the rate you pay per credit depends on the billing path. For Cowork, Microsoft’s Credits Guide describes two purchase paths.

The P3 discount is tiered by annual commitment, and the top of the range requires volume most organizations will never reach. The realistic tiers:

A note on capacity packs.

You may see a third option — prepaid capacity packs at $200 per tenant per month for 25,000 credits ($0.008 each). These are real, but Microsoft documents them today for Copilot Chat, SharePoint agents, and Copilot Studio. The Cowork-specific Credits Guide lists only PayGo and P3. Because credits pool at the tenant level, pack credits may apply to Cowork in practice — confirm with your Microsoft account team before relying on packs for a Cowork budget.

P3’s headline discount isn’t your true cost. Commit to 1.5M credits and burn 1.2M, and you paid the discounted rate on credits you never used — which can push your real per-credit cost above PayGo.

WHAT MOVES THE BILL

The cost drivers you control

Of the inputs above, these are the levers you actually set. Run volume and shape mix dominate everything else.

      Run volume. How many tasks actually execute per month — not how many use cases you’ve built. A catalog nobody runs costs nothing. This is the primary lever.

      Task-shape mix. The share of light, medium, and heavy. A few heavy tasks can outweigh hundreds of light ones.

      Model choice. Opus 4.8 is the baseline; Sonnet 4.6 runs cheaper, and a lower-cost Cowork 1 model is coming.

      Persona mix. Knowledge workers, leaders, customer-facing staff, and technical teams each drive different volumes and shapes.

      Billing path. PayGo or P3 — this sets your effective rate and your utilization risk.

THE FORMULA

Putting it together

Estimate the credits first, then apply your rate. Resolving runs by task shape keeps it defensible:

Monthly credits = Σ over shapes ( runs × credits-per-run × model multiplier )

Monthly cost = credits × rate

where rate = $0.01 (PayGo), or your utilization-adjusted P3 rate; and the model multiplier is 1.0 for Opus 4.8, lower for Sonnet 4.6.

WORKED EXAMPLE

One team, two billing paths

Take a team running 200 light, 80 medium, and 20 heavy tasks per month on Opus 4.8. Using midpoints of 135 light, 500 medium, and 1,500 heavy:

Credits = (200 × 135) + (80 × 500) + (20 × 1,500) = 27,000 + 40,000 + 30,000 = 97,000 / month

That’s about 1.16M credits per year — which lands at P3 Tier 1 (5% off), not the headline 20%.

The catch.

At a thin 5% discount, even modest under-utilization of a prepaid commitment can cost more than simply paying as you go. Prepaid plans pay off at scale and with predictable usage — not when you’re still learning your pattern. Start on PayGo.

FOR ORGANIZATIONS JUST STARTING

Scoping light, medium, and heavy when you have no history

Raw credit bands don’t tell a newcomer how many of each shape to expect. The fastest bridge is per-user, per-month planning figures anchored to Microsoft’s own Customer Cowork Estimator. Pick the persona blend that matches your pilot group, multiply by headcount, and you have a defensible starting number to refine. These are credit costs on top of the seat:

Calibrate with measured task costs

Every figure above is a planning midpoint. The way to turn a guess into a model your finance team signs off on is to measure. Inside a real task, the /cost command shows exactly what that task consumed — feed those measured numbers back into the formula. (Per-task pricing in credits is rolling out shortly after GA; until it appears in your tenant, the Cost Management dashboard’s consumption view is your measurement source.)

Cowork’s consumption model rewards teams that measure. Estimate with the formula, validate with real usage, and pick the billing path that matches your actual utilization rather than your optimistic one.
